ISP Monitoring

I have been experiencing poor ISP service due to their router packet loss. Of course when I call in they want to blame my equipment and have me go through a bunch of useless steps. I am looking for a lightweight shell monitoring package that will record packet loss along the path that I can run about once per minute or so. It should have no listening ports, not require a GUI and output to a csv file. I could script this but it would be nice to have something already ready-to-go with a few nice features. Suggestions?
