Static IP for Linode VPS
1. Does purchasing a VPS get me a public IP too ?
2. Is this public IP associated with this VPS (or with my account) and will survive reboots & shutdowns of this VPS ?
3. Is there a cost associated with in/out bandwidth ?

Yes, you get a single IP. Additional IPs can be purchased for $1/month each with adequate justification.
Linode also offers IPv6, though so far only in Fremont and Newark. After filing a ticket to have IPv6 activated on your node, it gets a single IPv6 IP, but you can also get a /116 (4096 IPs) per data center for free.

Yes. The only way your node's IP will change is if you move your node to another data center.
You can swap IPs between your nodes (in the same data center) if you want to, but it will not happen unless you press the button.

Each plan comes with a given amount of transfer per month, as listed on the homepage and signup page. Overage fees are $0.15/GB, or you can purchase additional transfer at $10 per 100 GB per month.
