slow ftp connections/php file_get_contents and cURL

Hi Guys,

For some reason, just recently, i have been having issues with both FTP being slow to connect and traverse, as well as php's filegetcontents and curl taking up to 15seconds to retrieve a remote file.

I'm pretty clueless as to why its doing this. I'm suspecting maybe something DNS/network related, but im unsure on where to start.
