How do I edit PHP settings in Apache?

I activated a setting in /etc/php/5.6/cli/php.ini and restarted Apache2, etc, but I am not seeing it enabled!

If you want to edit the php.ini for Apache, you would want to edit the actual Apache php.ini and not the command line settings. You would find this in a path similar to the following:
/etc/php/5.6/apache2/php.ini
