Do I owe money? How do I get https://montana-riverboats.com to render. There is a (valid test) index.html but browsers refuse to connect.

Although the DNS record appears to resolve for your domain and that domain responds to pings, my NMAP port scan shows that port 443 (HTTPS) is currently closed:

Although I was able to successfully access your site using the URL http://montana-riverboats.com HTTPS cannot resolve since the responsible port is not listening for inbound requests. This generally happens when an SSL certificate has not been generated or uploaded to the server to allow for traffic encryption.
