If you are having issues with a Linode compute instance not booting at all, or general connectivity issues, you will want to open a support ticket.
If the problem you are facing is during the installation and creation process of your Windows 11 environment, the support staff will not be able to assist much because of the Scope of Linode Customer Support, but there is a pretty informative video that walks you through how to install Windows 10 here:

I know you wanted Windows 11, but aside from the Windows version, the process is the same.
