IP Transfer on Fedora 39

It seems Linode's IP Transfer is broken for Fedora 39. I tried reboots, nmcli, and the arp commands with no results. It works fine on Fedora 38 with only a reboot. How can I Transfer IP on Fedora 39?

I was able to replicate this exact issue without requiring an upgrade from 38 to 39 using freshly deployed Linodes.

In short, after swapping IPv4 addresses and rebooting my Linodes, Network Helper will correctly generate an /etc/sysconfig/network-scripts/ifcfg-eth0 file that accurately reflect the new IP address, but ip a shows the originally administered IP address. Interestingly enough, I was able to swap IP addresses between a number of Fedora 39 Linodes a la the shell game, and each time the original IPv4 address was re-administered to a Linode, it would regain networking post-reboot.

Since this is now known as a bug, I have escalated the matter to our Dev Team to be corrected. For now, you might be able to mitigate your networking issue by swapping back to the original IP address (if able).
