While this does not directly answer your question, it looks like you can install wine without a GUI:

Beyond that, while I do not personally have experience setting up a workstation like that, the non "headless" version of Kali Linux should work, although it would not work on our cheapest plans-- you would probably need a bit more memory to be able to use it effectively. It is probably also worth mentioning that the Kali Linux app would likely be easier to work with than the plain distro. This is because the plain distro would have a bunch of necessary packages that you would need to get up and running prior to even thinking about getting the GUI up and running.
