Is there a way to reserve a static public ip which can be later attached to my linode instances?

You can only reserve an IP by keeping the IP attached to a Linode and then swapping it to different nodes as needed.
I recommend purchasing a cheap $5 Linode and using it as a Host for all your reserved IPs.
You can mention users to notify them: @username
