Am I blocked?
My Username is ft5022255.
I pinged my VPS (debian-ap-northeast 139.162.74.40), The system prompts "Connection timed out."
And I create another VPS (debian-us-east 104.237.149.174) and pinged, it timed out again.
Am I blocked?

If you are still able to access your account and deploy new services, this is a good sign to prove that your account is still active. Although 139.162.74.40 is responsive to pings, 104.237.149.174 does not appear to be which could be due to a number of different reasons.
Not being able to connect with any Linodes you deploy sounds like it could be potentially caused by your country blocking your traffic to and from Linode:
