When I do cat /root/beef.info it says no such file or directory.
I have waited an hour for the Linode to fully download but it still says the same thing.

It's likely you just have to wait a little longer. BeEF can take around 15 minutes or so to finish provisioning, even though you may be able to access your Linode.
I ran through our guide on Deploying BeEF through the Linode Marketplace recently. In doing so, I watched the BeEF installation through the LISH console to make sure that the installation had completed before I tried to cat /root/beef.info.
