How to whitelist/allow IP's on a linode instance?
I can't find how to do this on the network tab - it only allows me to 'add' ip's, rather than whitelist/allow.

It sounds like what you're looking for is Cloud Firewalls. This is a service is for firewall rules that are set by you and then can be applied to multiple Linodes. Our Getting Started with Cloud Firewalls | Linode Docs guide would be the place to get started with creating firewall rules.
