Hourly price per server starts when server is being created or when server is running

When a new server is created, via the UI or API is takes a couple of minutes to be fully created and available. Do I get charge for those initial minutes that server is unavailable? Those initial minutes are really important in my pricing so I'd really appreciate a solid answer.

I just did some tests and it appears that billing begins as soon the server is deployed to the account, not necessarily when the server is fully provisioned. Our billing system is currently not granular enough to charge by the minute, so any minutes lost to deployment would be averaged out to the hourly cost.
