Does managed MySQL support Longview?

At the time of writing this reply, Managed Databases do not support monitoring through Longview or Cloud Manager. That said, there is a potential workaround to this, and my colleague Jacob did a neat little Community Q&A write up on this a few weeks back. I've linked that here for you:
