Windows 11 only using 2 cores after reboot.

I use 6 cores but after reboot, it only uses 2 cores. Msconfig also lists max @2 cores.

What can I do to fix this?

My guess is that your installation "phoned home" to Galactic HQ in Redmond and Galactic HQ determined your installation was only licensed for 2 cores. You probably need to pony up for Windoze 11 Server to get the ability to run on more than two cores.

You need to take this up with M$…it's nothing that an application of your hard-earned $$$ won't fix…
