If networking for a region was down, we would post to our status page.

Since we have not had any recent incidents that match this type of issue, it's likely that the issue is affecting you specifically. This could be routing between your local machine, your ISP, routers connecting your traffic to our data center, and then the infrastructure into the data center to your Linode. Some of these are items we can action on, though we would need more information from you to address it.
