The Linode Referral Program becomes available once an account gets to the point where all promotional credit has been used up and $25.00 has been spent on services.

Using the Make A Payment only gets you part-way there. Payments that have not been used for services could still be refundable and are therefore ineligible for this program until they have been spent.
