How does the pricing work for cPanel on Marketplace?

They don't make it straightforward do they?

If I follow the tutorial to setup a web hosting to include cPanel/whm then according to Linode support I'd have to purchase a license separately from a Linode. But there's a marketplace option to setup cPanel which seems to be cheaper. Which is correct?
