I looked around and couldn't find the pricing for DNS Manager.
Is it domain based or fixed

Use of DNS Manager comes with your Linode subscription to manage your own DNS setup(s) required by your Linode(s). It's not domain registration…you still have to use a registrar like GoDaddy for that.
