How do I check if a promo code is valid?

When signing up if I enter an invalid promo code will the account still create.
If the promo code is invalid, can I enter the promo code after I create the account?

I was just testing this for someone else that asked a similar question in our IRC channel. If you try a promo code and it is invalid, the account will not be created. Instead, it will reload the Billing Information page with a message that reads: The Promotion Code you entered is either expired or invalid. You'll be able to try a different promo code.
There is not a way for new customers to test a promo code outside of trying to apply it when signing up.
