Why doesn't Windows 10 use all of my CPU cores?

I have a Linode running Windows 10 and I just recently resized from a 2 core plan to a 4 core plan, but Windows is still only showing 2 cores in both task manager and CPUZ.

Can someone help me find out why it's not seeing all of the CPU cores my plan provides?
