Why is my CPU utilization graph different to top ...

Hi,
Really new to Linode here. In the Linode dashboard, the CPU utilization graph shows an average of 5.8% over the last 24 hours, which is high, considering it's not really being used yet. But if I use top (top -bn 1 | head -15, as suggested), I see CPU at 0.0%.

Is this something to worry about?
