How do I install a custom distribution from the new cloud?

I am trying to follow this tutorial https://www.linode.com/docs/tools-reference/custom-kernels-distros/install-a-custom-distribution-on-a-linode/ and I can't seem to create the profiles or disks. I created volumes as disks but when I go into resuce mode I can't boot into the new volume even though I am selecting them.

I'm not sure if Linode is going away with their previous portal and want to use their cloud portal instead
