Viable SOCKS proxy/UDP tunnel?

I am currently running a SOCKS proxy/UDP tunnel (a small Java .jar file) through my server at home (which is on cable internet). I'd like to move it onto a server with a more stable server with a higher upstream rate. However, I'm not sure if the problems that I'm having are because of a low upstream rate, the university network that I'm running behind, or problems between the online game I'm trying to use and the UDP tunnel. Is there a way to see if a Linode will work for what I'm doing, especially because I don't know if a Linode would even solve the problem? I'd hate to go through all the trouble of getting a Linode set up just so that I can run a .jar file.
