Why are the graphs on the dashboard showing 200 % CPU usage, when my linode is idle?

I've just installed Fedora 24 on a brand new linode.

Running the command "top" shows that the machine is completely idle (load average = 0,00).

However, once every hour I get an email with a Linode Alert, saying that CPU usage has exceeded 90. This agress with the CPU % graph on the dashboard, where the CPU usage is constantly at 200 %.

Why is there this discrepancy between load average and CPU usage?

What steps can I take to reduce the CPU usage?

The top command will also show you what commands are using CPU time. Look at the first ones on the list - the CPU column will tell you the current CPU usage.
