Ticketing System not working

Hi,

1) When I try and submit a ticket I get the following error: 500 Internal Server Error nginx

2) I recently setup a new Debian 8.1 server on linode. However trying to do an apt-get dist-upgrade or apt-get upgrade had no result. Trying apt-get install apache2 gave a very sparse result.

You appear to have issued a number of apt commands so this may be an ignorant attempt at an answer. I don't think I saw it listed in your question. Have you issued an "apt-get update"?
